Mr. Cashin has provided construction consulting and litigation support services on a
wide range of project types ranging in size from $100,000 to $100,000,000. Mr. Cashin
has also appeared as a guest speaker on subjects relating to construction claims
handling and Forensic Engineering.
Recent Project Experience

Acted as a construction consultant on a matter involving approximately 100
environmentally sensitive projects. Services included: a full, financial assessment of a
$500 million environmental abatement company; development of recommendations for
mitigation of exposure on approximately 100 separate, contracts; re-bidding and
re-letting of several, high-profile, politically and environmentally sensitive projects;
management of contractor's administrative, home office staff; development of a
comprehensive program for administration of hundreds of related claims; and development
of a comprehensive program for collection of remaining contract balances.

Coordinated a team of engineers in support of attorneys engaged in a large,
comprehensive, long-term lawsuit against a bond Obligee. Services included: preparation
of expert reports, affidavits and exhibits; identification and evaluation of salient
issues affecting the litigation; assistance to attorneys at deposition sessions; and
high-level strategy meetings wherein litigation course was decided upon.

New York. Mr. Spinelli has over 13 years of experience in providing consulting services
to Sureties. Prior to establishing CSF, Mr. Spinelli was Vice President and a member of
the Board of Directors of one of Long Island's largest engineering, planning and
construction management firms.

Background
Mr. Spinelli is a Registered Architect with vast experience in the
management of construction projects. Mr. Spinelli has been retained by virtually all of
the nation's largest insurance companies to evaluate and/or manage troubled
construction projects through completion. Mr. Spinelli typically directs a team of
architects, engineers and claims analysts in the development of cost-to-complete
estimates, preparation of expert reports, preparation of re-bid documents, monitoring
completion contractors and the preparation of payment estimates and claims.
Mr. Spinelli also has significant experience with municipal consulting and
project management. Mr. Spinelli has worked with the Town of Oyster Bay and the Town of
Hempstead on several large, highly visible projects, wherein work had to be coordinated
with local community groups. Mr. Spinelli is currently providing project/program
management services to the Town of Oyster Bay, Department of Public Works. Mr. Spinelli
is working with DPW and several other Town Departments such as the Office of the
Supervisor, the Department of Public Works and Recreation and the Office of the Town
Attorney to close out several projects.
As the Past President of the Long Island Chapter of the American Institute
of Architects and the past Vice President of Governmental Affairs for the American
Institute of Architects/New York State, Mr. Spinelli is well versed in the issues
surrounding the planning and development of the built environment. As a member of the
Town of Oyster Bay Planning Advisory Board, Mr. Spinelli has direct, hands-on experience
dealing with Town personnel on various planning applications before the Town. And as the
architect member and acting chairman of the Town of Oyster Bay Landmark Preservation
Commission, Mr. Spinelli has strived to protect Oyster Bay's heritage through the
preservation of her landmark structures.
Recent Project Experience

Currently acting as a consultant to the Town of Oyster Bay, Department of Public
Works, in instituting project management controls on all DPW projects. Services include:
acting as the Town's representative during negotiations with a Performance Bond
surety on a defaulted Community Center project; review of project status of each open
DPW project and make recommendations for project completion and close out; conduct of
pending change orders, adjusted contract values and encumbered amounts to determine
adequacy of existing funding on DPW projects.

Currently acting as a consultant to the Town of Oyster Bay on the comprehensive
revision to the Oyster Bay Town Code. This work includes the incorporation of the newly
adopted State Building Code and review of all Town code provisions to ensure compliance.

Currently acting as a consultant to the Town of Oyster Bay on the planning, design
and construction of a new indoor ice rink (currently in the preliminary design stages)
to be located at Bethpage Community Park.

Acted as a consultant to the Town of Hempstead, Department of Parks and Recreation,
for the renovation of the Newbridge Road Pool complex. Services included: analysis of
existing conditions; preparation of an existing conditions survey; development of a
cost-to-complete estimate; preparation of construction drawings and specifications;
analysis of contractor's claims and change orders; monitoring progress of work; and
project close out.

Acted as Principal in charge on a surety completion assignment for the renovation of
Fitterman Hall. This work included extensive review of claims and back charges from
DASNY. Project management. Project close-out.

Acted as Principal in charge of new athletic facility. Oversee design and
construction operations as owner's representative.

establishing CSF, Mr. Ferretti was the Chief Transportation Engineer for one of Long
Island's largest engineering and planning firms. Mr. Ferretti has designed, reviewed
and provided expert analysis for traffic and transportation issues for some of the
regions largest developments.

Background
Mr. Ferretti has been providing consulting services to Sureties for more
than 11 years. Mr. Ferretti is well versed in the assessment and investigation of Surety
projects. Mr. Ferretti also has extensive experience in managing the completion of a
variety of projects and in the analysis of related Payment Bond claims. Mr. Ferretti is
also a Transportation Engineer and Planner, with experience in the design, review and
analysis of highway and transportation matters. Mr. Ferretti is also a Certified Highway
Construction Inspector. Mr. Ferretti has utilized these skills in the evaluation of
construction projects on behalf of various Surety companies.
Recent Project Experience

Acted as a consultant to Surety on multi-project matter involving general
construction in the City of New York. Services included: evaluation of six projects with
an aggregate contract value of $8 million; development of completion strategies;
re-bidding and re-letting of several general construction projects in various stages of
completion; determination of percent complete on several projects; project
administration during completion; analysis and negotiation of pending change orders; and
coordination of the requisitioning process for a variety of municipal Owners.

Acted as a consultant to Surety on multi-contract, $20 million, housing
rehabilitation projects within the City of New York. Services included: analysis of
percent complete; evaluation of acceptability of design and workmanship; development of
re-bid packages; negotiations with completion contractors; monitoring of Principal;
joint-control of trust accounts to control contract funds; and establishment and
monitoring of resolution of closeout issues such as punch lists, liquidated damages and
warrantees.
