Background
Mr. Vagell has over 40 years of experience in construction management involving a wide range of projects. Mr. Vagell is also a Construction Estimator specializing in heavy construction. Mr. Vagell has been involved in construction management of a wide variety of highway, bridge and building construction projects throughout the New York metropolitan area.
Recent Project Experience
Acted as Construction Manager, following default of original contractor, on $15 million highway and bridge construction project. Services included: evaluation of status of construction (percent complete); development of re-bid packages; coordination of re-letting process; assistance to counsel vis-à-vis development of completion contracts; negotiation with subcontractors and suppliers; construction management including daily operations of subcontractors; and project closeout including completion of punch lists, evaluation of warrantee claims, negotiation of liquidated damages and completion of as-built drawings.
Acted as Construction Manager, on behalf of Surety, for completion of $8 million college renovation project. Services included: analysis and interpretation of several technical construction disputes involving design drawings and specifications; negotiations with Owner, Principal and subcontractors; construction management; preparation of progress requisitions; completion of extensive punch list; and litigation support.
Acted as Construction Manager, on behalf of completing Surety for the supply and installation of a federal government-owned fuel farm. Services included: large-scale materials procurement program; management of Principal as completion contractor; resolution of numerous construction disputes utilizing procedures and protocols as dictated by the "FAR"; coordination of subcontractors; and processing of project requisitions.
Acted as Construction Manager on bridge renovation project following default of original contractor. Services included: initial evaluation of project status; development of optimal completion strategies; negotiations with project Owner; and construction management of completion operations.
