Background
Mr. Turkel is a Licensed Architect with extensive experience in project management. Mr. Turkel's work includes experience in all phases of architecture including new construction and alteration of existing structures. Mr. Turkel possesses extensive knowledge of prevailing building codes and design requirements for Americans With Disabilities Act "ADA" legislation. Mr. Turkel's experience also includes familiarity with interior and exterior renovations of existing structures including site and building investigations and phasing of construction work. Mr. Turkel has extensive experience as an expert witness in a variety of venues.
Recent Project Experience
Investigated claims and counterclaims on a county courthouse construction project which was 93% completed. Results produced a $2.8 million award to the contractor.
Provided expert opinion and testimony on numerous projects including: resolving punch list items and outstanding claims on a new high school, a roofing quality dispute at four Philadelphia public schools, and resolving water leak claims in roof and plaza at a New York City medical center.
Architectural design and "fit out" of telecommunications facilities for major telephone/internet providers. Work included site inspections, initial schematic design, development of construction drawings and specifications, all phases of bidding of work, selection of contractors, monitoring of field work, development of change orders and project closeout.list
Development of project documents related to facilities management for financial institutions. Services included space planning, retrofitting of office and retail space, management of general contractors, subcontractors and vendors, and Owner interface.
Acted as consultant to Surety on multi-million dollar plaza renovation project. Services included: evaluation of plans and specifications; review of design issues related to waterproofing; site visit and inspection; and negotiations with Owner, general contractor and subcontractors.
