Background
Mr. Rosner is a Professional Engineer with over 35 years experience in the design and construction of electrical and mechanical systems. Mr. Rosner is also a Master Electrician with direct hands-on experience in the installation of power, lighting, fire alarm, security and communications systems. Mr. Rosner has served as Director of Engineering and Chief Engineer for several engineering and construction companies as well as Senior Engineer in the Forensic Consulting field. Mr. Rosner's responsibilities have included: project management; technical supervision of design; construction inspection; claims analysis; investigation of various property and casualty claims involving defects in design, product liability and code violations; preparation of technical reports; and expert witness testimony. Projects Mr. Rosner has worked on include: commercial, industrial and multi-residential buildings, treatments plants, co-generation facilities, water pumping and distribution systems, landfill facilities, nursing homes, hospitals, jails, electrical distribution systems, transportation systems, boiler plants, entertainment facilities, sports arenas, hotels, casinos, military bases, marinas, super markets and various communication systems. Mr. Rosner has taught basic through extra/advanced technical courses to students preparing to take various levels of amateur radio license exams.
Recent Project Experience
Acted as consultant to a Surety with respect to default on $12 million of work involving a mechanical contractor on four local projects: a new high school; addition to a college; sports stadium; and chiller plant with new underground facilities. Services included: site inspections of work in place; evaluation of propriety of default; evaluation of numerous disputes involving design and construction; evaluation of punch-list work; assistance with claims; estimations of costs to complete; expert testimony in court.
Consultant to a Surety with respect to default of an electrical contractor on $70 million in major renovations for the Metropolitan Transit Authority. Project involved a new, 24-story hospital building, cogeneration facility and several tunnels and bridges. Services included: determination of percent complete and cost to complete; monitoring of Principal as completion contractor; liaison reviews amongst Owner, Principal, Architect, subcontractors and vendors; processing of requisitions and change orders; assistance with resolution of design and construction issues; and assistance to counsel in evaluating case and preparing defenses; and appearance in court as an expert.
