Background
Mr. Rose is a Senior Project Executive with over 30 years in the field, who
has been involved in diverse projects for cities and municipalities, public utilities,
industrial, power, federal and institutional markets as well as for private industry.
Prior to joining CSF, Mr. Rose was a construction claims and surety completion consultant
whose clients included one of the largest general contractors and one of the largest
sureties in the US.
Recent Project Experience
- Surety's authorized representative to oversee project completion by a general
contractor of a primary municipal waste water treatment plant which included
state-of-the-art automated instrumentation and control systems, including ratification of
subcontractors, liaison with the Architect-Engineer, the City and its consultants, as
well as managing project personnel.
- Construction Manager for completion of the renovation of the oldest minor league
baseball stadium in the US.
- Worked with the US Army Corps of Engineers and the State of California's
Emergency Action Office to develop the plan to repair — in just a few weeks —
the San Francisco Bay Bridge section which collapsed during the 1989 earthquake.
- Construction Manager for the surety completion of the mechanical portion of the
raised roadways at Boston's Logan Airport 2000 Expansion project.
- Surety's Construction Manager on the completion of a 75,000 sq, ft, 25-classroom
Rhode Island elementary school after default of the General Contractor; including
subcontractor ratification, and after the default-caused delay, still completing in time
to earn the City $1MM in matching State funds.
- Corporate Subcontracts Manager for the then ENR-ranked #1 A-E/Construction Management
firm in the US. Managing a staff which grew to 75, had overall corporate responsibility
to bid, negotiate, award and administer over $500MM a year in new construction contracts
across the country.
- Retained as a claims consultant by one of the country's ENR "Top Five"
General Contractors to assume overall responsibility for litigation support against a
$48MM multi-subcontractor suit on a $200MM new corporate campus facility. Responsible for
case-in-chief support; issue identification and analysis; coordinating the efforts of a
team of consultants, including experts in forensic accounting and as-built Critical Path
schedule creation. Designed and oversaw development of a large fact/issue-based database
for counsel's use in pre-trial and at-trial activities.
