Background
Ms. Hoover is a Construction Manager with over twenty-five years of experience in the construction industry. Ms. Hoover has served as lead Construction Manager supervising contracts and subcontracts totaling in excess of $67 million. Ms. Hoover was responsible for the hiring of personnel, contract and subcontract negotiations, the establishment of fiscal project requirements, and the preparation and presentation of numerous design/build projects.
Recent Project Experience
Acted as Construction Manager for multi-million dollar, Prime contractor, on 1000-bed prison facility in New York City. Services included: supervision of all construction personnel; scheduling; procurement; billings to Owner; billings from subcontractors and suppliers; and dispute resolution.
Acted as estimator and sales representative to detention/security manufacturer. Services included: sales and marketing to Owners and architects; estimating; project start-up; and negotiation of Prime contracts and subcontracts.
Acted as consultant engaged in construction management, consulting and litigation support. Services included: advising Sureties as to status of projects and options for completion; negotiation with Obligees, Principals, subcontractors and suppliers; mediation of contractual disputes involving interpretation of design and scope; and litigation support.
Acted as President of contracting firm that completed over 60 correctional facilities including new construction of city, county, state, and federal facilities. Responsibilities included: hiring of personnel; contract and subcontract negotiations; estimating; establishment of fiscal requirements for all projects; and design/build presentations.
Acted as Director of Operations for general contractor. Responsibilities included: hiring of project personnel; contract and subcontract negotiations; establishment of fiscal requirements for all projects; marketing presentations to Owners and Architects; and presentation of design/build projects.
