Background
Mr. Aliperti is a Civil Engineer experienced with Public Works improvement projects including building construction, road and drainage projects and design and construction of landfill facilities including leachate and gas systems controls. He is also experienced with wastewater treatment, and environmental remediation projects including: groundwater investigation/treatment; hazardous materials management; and Phase I and Phase II Environmental Site Assessments.
Project Experience:
- Department of Planning and Development, Town of Oyster Bay, NY: Co-managed 8 inspectors. Worked on departmental procedures and Code Enforcement Compliance.
- Department of Planning and Development, Town of Oyster Bay, NY: Residential and commercial plans examiner. Review of plans to verify compliance with New York State building, mechanical, plumbing, fire energy, property maintenance and fuel gas codes.
- Performed multiple Phase I Environmental Site Assessments for various private and public organizations. Provided recommendations for Environmental Compliance including Phase II Environmental Site Assessments.
- Performed several Phase I & II Environmental Site Assessments for commercial and residential properties entailing the review and analysis of state and federal databases including: RCRA, CERCLIS, NPL, Area Spills (LUST), and NYSDEC Inactive Hazardous Waste Disposal Sites.
- Quality Control / Quality Assurance Manager on $10 million, landfill project. Services included: supervision of a seven-person, construction inspection team; and quality assurance for all materials used including drainage structures, high-density polyethylene liners, geosynthetic clay liners and borrow soils.
- Engineering and inspection services for major renovation of a municipal maintenance building.
- Designed and managed the construction of two public waste management transfer stations for the residents of Westhampton and Hampton Bays.
- Town of South Hampton North Sea Landfill: Design of landfill facility in compliance with NYSDEC regulations including: layout; gas monitoring system and vent piping; drainage swales; and recharge basin design. Reviewed soils material laboratory data for various environmental criteria and gain-size analysis.
- Remediation of various Type II Injection Wells in accordance with County Health Department rules and regulations.
- Sonia Road Landfill: Quality Control Manager to multiple landfill inspectors. Performed continuous volume calculations of soils needed for job completion, and reviewed soils material laboratory data for various environmental criteria and grain size analysis. Oversaw inspection and tests of liner, destructive testing, laboratory samples checks, dual-seam air pressure tests, and vacuum testing.
- Holtsville Community Park: monitored perimeter gas wells for the presence of dangerous gas levels on site and at abutting properties; inspected the installation of perimeter drainage piping throughout perimeter of closed landfill; inspected elevations to ensure compliance with design plans; and inspected pipe connections utilized throughout project.
- Remediation of subsurface groundwater petroleum spill, Amityville, New York. Oversaw the design and installation of a large, media-packed tower utilized to remediate groundwater. Performed weekly sampling activities.
- Managed all quality assurance inspection teams which were responsible for the following major operations: massive earthwork, geosynthetic liner installation, stormwater mitigation, leachate collection, and installation of gas management system.
- Performed dual-role as Resident Engineer and Quality Assurance Manager. Responsibilities included organization of payment requisitions, review of shop drawings, processing of analytical data and manifests for imported soils (clean and contaminated), and preparation of final NYSDEC Certification Report.
- Performed watershed and hydraulic grade line analysis for recharge basin and pipe system design.
- Consultant to Surety on $3.6 million, general construction project. Services included: litigation support; inspection and evaluation of site; creation of an invitation to bid; negotiations with Principal and subcontractors; ratification of existing subcontracts; and conduction of bid “walk-thru.”
- Consultant to Surety on matters involving multiple projects including School and Hotel renovation projects, Hospital Electrical projects, 32-Story Luxury Apartment building in New York City, Sea Wall construction on the coast of Gloucester, Massachusetts, various site work projects including landfills, site grading and drainage. The aggregate values of the bonded projects exceed $60 million dollars. Services included: evaluation of the status of bonded projects; development of strategies for completion of work while mitigating expense; negotiations with Principal; evaluation of Payment Bond claims and negotiations with claimants; establishment and administration of “lock-box” account to receive contract funds; assistance to Surety with account reserve projections for future payment exposure; and creation of comprehensive reports to Surety.
- Provided technical and financial assistance to Contractors, Bonding Companies, and project Owners in efforts to achieve job completion. Managed former Contractor employees in various bankruptcy scenarios, frequently implementing incentives to keep critical project personnel involved in the project.
- Designed and inspected major renovation to municipal highway department building including construction oversight for HVAC, plumbing and electrical renovations.
